What the next BEGIN carries after it - SET TRANSACTION, SET LOCAL - or null for nothing.

Terms belong to one transaction, so they go with the BEGIN that opens it, in a message right behind it and at no round trip of their own, and are dropped once it has gone. Whoever ends that transaction without a statement having begun it drops them too.
