noticeHandler

The NoticeHandler for server notices, built in code, so it can take what it needs through its constructor. Every connection opened with these properties shares this one instance, and it takes the place of noticeHandlerClassName.

Only code can set it: a string cannot carry an instance, so setProperty does not reach it and toUrl leaves it out. copy and merge carry it like any other property.
